I. The Lie
In July 2025, Daniel Webster told Florida families:
“I am introducing legislation to dramatically reform FEMA.”
He promised transparency, an end to hidden costs, and the resolution of a broken system. Promises betrayed by his own record.
II. The Duty
A representative’s first duty is to protect their constituents. Not to study them from a distance, but to stand with them. Not to manage the consequences of their suffering, but to stop the theft before it begins.
For fifteen years, that duty was ignored.
This dossier is a bill of indictment. It follows the money and exposes the paper trail of betrayal.
III. The Proof: 15 Years of Record
2012: The Creation
Webster voted YEA on H.R. 4348, embedding the Biggert-Waters Act into law.
The Impact: This created the “actuarial soundness” mandate that removed subsidies and birthed Risk Rating 2.0.
2014: The Patch
Webster voted YEA on H.R. 3370.
The Impact: It capped rate increases at 18% but left the Black Box mechanism intact.
2020: The Absence
Webster DID NOT VOTE on H.R. 133.
The Impact: He was absent for the final vote to fund FEMA in FY2021—the year the agency implemented Risk Rating 2.0, forcing millions of Americans into a new, opaque pricing system without any congressional oversight or reform.
2022 & 2024: The Failed Stops
Webster voted NAY on H.R. 2471 and H.R. 2872.
The Impact: The bills passed anyway. The Black Box continued operating.
2026: The Contradiction
Webster voted YEA on H.R. 7148.
The Impact: Less than a year after promising to "dramatically reform FEMA," he voted to fully fund the program, thereby playing a critical role in the National Flood Insurance Fund's continued operation of the Risk Rating 2.0 algorithm.
